HONOLULU — Gov. Linda Lingle is vetoing a bill that would require at least 80 percent of construction workers on government projects to be Hawaii residents.

Lingle said in her veto message Monday that the measure would increase project costs to taxpayers and increase the likelihood of project delays.

Lingle says she supports creating jobs for residents, but this proposal wouldn't create jobs because it doesn't incentivize new economic activity.

Contractors who don't meet the residency requirements could suffer sanctions including contract suspensions and withheld payments.

Lawmakers would need two-thirds majorities in both the House and Senate to override Lingle. The bill previously passed unanimously in the House and 19-2 in the Senate.
