Mayor signs pact with 12 unions on rail project

Honolulu Mayor Mufi Hannemann this afternoon signed a Project Labor Agreement with 12 trade unions covering the city’s planned $5.5 billion rail project.
Government agencies use so called PLAs to try to avoid strikes or other labor disruptions on major construction projects. In exchange, project workers typically are guaranteed union-level wages and benefits.
