Council can't override Hannemann's veto of driving-and-texting ban

Driving and playing video games or text messaging remains a legal activity on Honolulu roads following the City Council's failure to override a mayoral veto this morning.
At least six votes were needed to overturn Mayor Mufi Hannemann's veto, which was made based on concerns the law would be difficult to enforce. The effort to override the veto failed by a 4-4 vote.
Council members Todd Apo, Gary Okino and Nestor Garcia voted against the ban. All three previously voted for the ban last month.
Separately, the council advanced a bill that would ban the use of hand-held cell phones while driving.
