Hawai'i is currently in the midst of an economic crisis, yet opportunity abounds. It is a chance for our leaders to make changes to the state's spending policies. It is a point in time to decide our priorities.

Over the years the size of government has expanded. Now, the time is ripe to right-size it. Essentials that the state should provide include taking care of the less fortunate, public safety, protecting the environment and education.

An important quality government must have is the ability to act quickly when necessary. Considering that 60 percent of government spending goes to pay the salaries of its employees, it is vital that the government be able to maneuver swiftly in order to save money in this area.

Whether it is furloughs, pay cuts, or even layoffs, laws must provide flexibility for the state to cope with difficult economic situations.

Recent events have shown that government does not currently have the ability to react quickly and decisively in time of need.

Streamlining government is an area where prompt action can produce immediate and positive results, but only if Hawai'i's leaders seize the opportunity.
