1. Neighborhood Stabilization Act

The bill, which passed 239-188 Thursday, would authorize $15 billion in loans and grants to states to buy up and redevelop foreclosed homes that have been abandoned. The White House sees the measure as a bailout and has threatened to veto the bill.

2. American Housing Rescue and Foreclosure Prevention Act

The House voted 266-154 Thursday for a bill that would provide $300 billion in federal loan guarantees so families at risk of foreclosure could refinance their mortgages. The bill would overhaul mortgage companies Fannie Mae and Freddie Mac and update the Federal Housing Administration's loan programs to assist struggling borrowers. The White House has threatened a veto.

WHAT'S AHEAD

The Senate will look to finish up the five-year reauthorization of the National Flood Insurance Program before moving to legislation that would establish collective bargaining rights for state and local public safety officers. The House will start with a supplemental spending bill for the wars in Iraq and Afghanistan that also would broaden education benefits for veterans. Both chambers also could vote on a new farm bill.
