Honolulu police charged 13 men and eight women with driving under the influence of an intoxicant from 10:30 p.m. yesterday to 5 a.m. today.

Three of those charged — Logovae S. Afuola, 20, Aaron A. Hochberg, 18, and Elijah J.A. Avilla, 19 — were under the legal drinking age. In addition, Clement Kenjiro Tomomitsu, 49, was charged with operating a vehicle under an intoxicant, two counts of fourth-degree promoting a harmful drug and one count of third-degree promoting a detrimental drug.

Brandi A. Blake, 24, was the only DUI repeat offender charged.
