4 repeaters among 13 Honolulu DUI arrests

Four repeat offenders were among 13 people charged by Honolulu police with drunken driving in a six-hour period from 10:30 p.m. Saturday to 4:30 a.m. Sunday.
One of the repeat offenders, 40-year-old Vincent M. Cleaver, is facing felony charges for habitual arrests for operating a vehicle under the influence of an intoxicant. Cleaver was arrested at 11 p.m. Saturday on Farrington Highway near Ali'inui Drive in West O'ahu.
Repeat offenders charged with $1,000 bail were Stanton K.S. Tsuha, 22; Scott W. Farley, 48, and Peter K. David, 30, who was also charged with reckless driving and driving without a license.
