CAMARILLO, Calif. — The national average price for gasoline rose about 13 cents over the last two weeks, according to a survey released yesterday.

The average price of regular gasoline on Friday was $3.09 a gallon, midgrade was $3.21, and premium was $3.32, oil analyst Trilby Lundberg said.

The nation's lowest price was in Tucson, Ariz., where a gallon of regular cost $2.91, on average. The highest was in San Francisco at $3.48, according to the Lundberg Survey of 7,000 stations nationwide.

OPEC: SUPPLY NOT THE PROBLEM

YADH, Saudi Arabia — With crude oil prices at $100 a barrel and much of the world clamoring for relief, the Organization of Petroleum Exporting Countries ended a two-day summit yesterday by pledging $750 million for research into climate change technology but without making any commitment to increase oil output.

OPEC officials said that oil inventories were ample and that investors and speculators were driving up the price. They urged Western regulators to make oil markets more transparent.

"It's not a shortage of supply," OPEC Secretary-General Abdullah al-Badri said. He said OPEC above all wanted prices to be stable.

NEW YORK — Yahoo Inc. has added 17 more newspapers to its group of online publishing partners, giving the group added heft as it approaches its one-year anniversary.

Yahoo executives told The Associated Press that The Columbus (Ohio) Dispatch and 16 regional newspapers owned by The New York Times Co. have joined the consortium, bringing its total number to about 415 daily newspapers and 140 weeklies. The New York Times itself, however, hasn't joined.
