'Dog' loses appeal in Mexico court

A lawyer for Duane "Dog" Chapman said yesterday that he has gotten official word that an appeals court in Mexico has turned down his appeal of a ruling that Chapman; his son, Leland; and colleague Timothy Chapman can be extradited to Mexico to stand trial on a charge of deprivation of liberty.
Attorney William Bollard said he intends to appeal the appeals court ruling and that none of the Chapmans are going anywhere anytime soon.
The Chapmans stand accused of unlawfully depriving the freedom of international fugitive and convicted serial rapist, Andrew Luster, who is now serving a 124-year sentence in California, when the three caught up with Luster last year in Puerto Vallarta, Mexico, and attempted to take him back to the United States.
Bollard said he will file his appeal of the Mexican appeals court ruling on Tuesday. He said the Mexican court dismissed his appeal of the charges against the Chapmans on a technicality and did not consider the merits of his request to have charges against the three dropped.
MOPED RIDER FACES DRUG, GUN CHARGES
A 29-year-old man is being held in lieu of $25,000 at the O'ahu Community Correctional Center on firearm and drug charges.
Roman Alan Buendia, no permanent local address, was arrested Monday at 12:47 a.m. following a traffic stop for speeding on a moped at the intersection of Coral Sea and Independence roads.
Police said Buendia had a .25-caliber semiautomatic pistol, more than one-eighth ounce of crystal methamphetamine and was on a stolen moped.
Buendia was charged Tuesday and will be arraigned within 14 days at Circuit Court.
POLICE ANNOUNCE TWO NEW CAPTAINS
The Honolulu Police Department has announced the promotions of Alexander Ahlo and Jeffrey Richards to the rank of captain.
Ahlo will be assigned to the Training Division and Richards to the Waikiki patrol district.
The Criminal Investigation Division, which is undergoing a major shuffling of supervisors, has been assigned three newly promoted lieutenants. They are Thomas Reyes, James Strickland and Craig Uehira, who will head up the auto theft, child abuse and sex crimes units, respectively.
CID supervising lieutenants with new assignments are David Kamai (homicide), Marc Hibbs (domestic violence), Britt Nishijo (robbery) and Eric Yiu (major crimes).
Longtime homicide Lt. Bill Kato has transferred to patrol.
Promoted to the rank of detective/sergeant were Sean Hughes, Randall Platt and Eric Tonouchi.
BOYFRIEND HELPED SUICIDE, POLICE SAY
WAILUKU, Maui — A 29-year-old Maui woman who was fatally shot Sunday at her Kihei home died of a single bullet wound to the head, according to an autopsy conducted yesterday.
Lilian S. Wilson allegedly shot herself with a pistol after her 38-year-old boyfriend loaded the weapon for her, police said. The boyfriend, Jack E. Neary, has been charged with manslaughter, a crime that involves intentionally causing another person to commit suicide.
Neary told detectives that he loaded the gun and was present when Wilson killed herself, police said. He is free after posting $45,000 bail. He also faces drug and firearm offenses in another case.
POLICE SEEK LEADS IN SUBWAY CASE
CrimeStoppers and the Honolulu Police Department are asking the public's help in finding and identifying a man wanted in connection with the robbery of Mililani Subway Restaurant at 95-1249 Meheula Parkway.
The man entered the business about 10:50 a.m. Friday, pulled out a handgun and demanded money. He then fled on foot with an undisclosed amount of money.

MAN BOOKED IN ALLEGED ASSAULTS
Multiple sex-assault charges are pending against a 49-year-old Aliamanu man for alleged offenses involving three juvenile acquaintances from November 2004 to 2006.
The man was booked yesterday at 11:50 a.m. at the main police station on two counts of first-degree sex assault and six counts of third-degree sex assault. He had not been charged but was being held for questioning at the central receiving cellblock last night.
Man OK after fire on N. King St.
A 53-year-old man was treated for smoke inhalation yesterday at the scene of an apartment fire at 607 North King St. The fire damaged a third-floor apartment unit.
The man, who lives alone in the Akepo Arms unit where the 6:35 p.m. fire broke out, did not require hospital treatment, said city Emergency Medical Services spokesman Bryan Cheplic.
The Honolulu Fire Department had the fire under control at 6:46 p.m., 11 minutes after receiving the call.
Fire Capt. Sigmund Oka estimated damage at $20,000. The resident is receiving assistance from the Hawai'i Chapter of the American Red Cross.
The cause of the fire is under investigation.
