'Tension sleeve' caused blackout

Hawaiian Electric Co. yesterday determined that the failure of a "tension sleeve" caused Tuesday night's power outage that affected 2,900 customers in Waipahu, Waikele and Pearl City.
HECO spokesman Jose Dizon said a tension sleeve, used to connect power lines, failed, causing two 12-kilovolt transmission lines to fall near Waipahu District Park about 5 p.m.
Power was restored within 45 minutes to Waikele and Pearl City but not in Waipahu until shortly before 10 p.m.
