Kalihi man facing string of auto-theft charges

A Kalihi man who was given a chance to clear his record of an auto-theft charge may have blown his chance for a fresh start because of new charges of auto theft and burglary.

In April, a judge granted Frank Joseph Silva Jr., 19, of a Kapalama Avenue address, a deferred acceptance of guilty plea. That gave him the chance to have an auto-theft charge expunged from his record on condition that he stay out of trouble for five years, complete 100 hours of community service and pay $3,560 restitution, according to court records.

Yesterday, Silva was charged with five counts of auto theft and first-degree burglary for an alleged offenses that happened over a span of nine days starting Nov. 24, police said. He was to make an initial appearance today in District Court.

Silva was being held in lieu of $90,000 bail.

Police were seeking additional robbery and auto-theft charges against Silva.

Silva is considered a "runner" by police, someone likely to flee when cornered.

The deferred acceptance of plea agreement stemmed from a incident in which Silva was allegedly driving a stolen car that crashed into a fence on Pali Highway and Vineyard Boulevard while being pursued by police. Passengers in the car fled, but Silva was arrested and charged with auto theft.

According to police reports filed in District Court, on Nov. 24 the owner of a 1995 Acura stolen on Kanoa Street spotted his car parked in front of Silva's home. Silva allegedly entered the stolen car and drove into another car, attempting to block it in, and fled.

On Nov. 27, Kalihi patrol officers and the police department helicopter were pursuing a stolen 1996 Honda Civic in 'Alewa Heights when the driver abandoned the car on Auli'i Street and ran away.

A nearby resident and her daughter saw a man hiding in their backyard. When they went outside to flag down the helicopter, the man entered their home, stole the keys to a Toyota Camry and drove away. The car was later found, and witnesses identified Silva as a suspect.

On Saturday, Silva allegedly eluded police in a 1992 Honda Civic stolen earlier in the day on Lunalilo Street in Makiki. A Kalihi police sergeant involved in the 'Alewa Heights foot chase of Silva reported recognizing him in the stolen car on North School Street near Stillman Lane.

Silva was arrested Monday night at a Stillman Lane address.
