Q: How many English language learner students are receiving services in U.S. public schools?
A: In the 2003-04 school year, ELL services were provided to 3.8 million students (11 percent of all students). California and Texas had the largest reported number of students receiving ELL services. In California, there were 1.6 million students (26 percent of all students) who received ELL services; and in Texas, 700,000 students (16 percent of all students) received ELL services.
