TONIGHT'S MUST-SEE
"Commander in Chief" returns, 9 p.m., ABC. After starting the season as a ratings hit, this show has been delayed, altered and mistreated. Now it returns in a new slot. Mac (Geena Davis) is ready for her first State of the Union speech. Templeton (Donald Sutherland) is trying to undermine her, as usual. Her husband is also undermining her unintentionally. His troubles with an intern draw attention away from the president.
OF NOTE
"10 Days That Unexpectedly Changed America" conclusion, 6 p.m., History Channel. The first hour is deep, somber and richly crafted. It portrays the "freedom summer" of 1964, when the nation finally paid attention to the voter-registration drive in Mississippi after three young men were murdered. The second looks at the 1787 Shays' Rebellion, an anti-tax drive that questioned the power of the young federal government. In a change of pace, this episode offers illustrations by cartoonist Bill Plympton.
"Extreme Makeover: Home Edition: After the Storm," 7 p.m., ABC. The crew moves on to Texas and Hurricane Rita victims. In Sabine Pass, they rebuild a firehouse and a theater.
"Will & Grace," 7 p.m., NBC. In a dandy rerun, everyone expects to have fun at a sing-along. Alas, Will goes to the wrong theater, Karen's being chased by the staff and Grace is singing — really badly — to kids.
"My Name is Earl," 7:30 and 8 p.m., NBC. In the first of two funny reruns, Joy is furious because the bad-kids ranch won't accept her sons; people seem to still be angry at Earl for burning down the barn. In the second, Earl must salvage a honeymoon by taking the groom's job at a fast-food restaurant.
"CSI: Crime Scene Investigation," 8 p.m., CBS. Three teens are shot while putting up flyers for a rap album. Travis Barker and Page Kennedy play competing rappers.
"The Office," 8:30 p.m., NBC. In a fairly funny rerun, Michael holds his awards banquet at a local Chili's restaurant.
"ER," 9 p.m., NBC. This reruns the episode that introduced Dr. Victor Clemente (John Leguizamo). He arrives disguised as a patient.
"Without a Trace," 9 p.m., CBS. A pregnant woman who is HIV-positive disappears.
