A&B Properties Inc. is seeking public input to help the company shape its proposed $650 million redevelopment plan for 36.5 acres of state-owned land around Kewalo Basin.

The company has established a phone hot line and Internet site to solicit questions and comments as A&B shapes details of its conceptual plan.

The hot line is 596-4645, and contains a description of the project. The Web site — kakaakowaterfront.org — is under development but includes a project description, renderings, site maps and other background and contact information.

A&B was selected last month by the state Hawai'i Community Development Authority to implement its proposed Kaka'ako Waterfront plan.

The plan includes 947 residential condominiums in three 200-foot towers, a hula amphitheater, restaurants, stores, a farmer's market, expanded boat slips and pedestrian bridge spanning the harbor channel.

A community outreach program was something the state agency required of the developer in an effort to involve the public in refining details of the conceptual plan.

A&B's plan, as well as three competing plans considered by the agency in its final selection process, had not been disclosed prior to A&B's selection last month because of state procurement law.

The plan has generated concerns over increased traffic along an already congested Ala Moana, advisability of building along a waterfront that could be hit by a hurricane and using state land for fee-simple condo sales.

"This project will involve some degree of public and political opposition primarily from those who don't want to see private housing built on public land," Stan Kuriyama, chief executive officer of A&B Properties, said in the conference call with investors and analysts last week.

A&B and the agency are negotiating detailed development terms, including how much the state receives in commercial lease rent and condo sale proceeds. If no agreement can be reached, the state could negotiate with development plan runners-up.
