City charter proposed amendments

Honolulu voters will decide on 12 possible changes to the city Charter in the Nov. 7 general election. The Charter is the city's equivalent of the state Constitution. Here's a look at one of the amendments that will appear on the ballot, part of a series examining each proposal.
CHARTER QUESTION NO. 6
Should races with only two candidates be held in the General Election instead of the Primary Election?
Vote YES or NO
Pro: Historically, more people vote in the general election, so shifting a two-person race to the general would allow more voters to have a say in those races.
Con: It would lengthen the election process in those two-person races since those races currently end in the earlier primary election.
